cpufreq_register_notifier 함수의 역할은 함수 이름에서 알 수 있듯이 무엇인가를 등록(register) 하는 것이다... 무엇을 위하여 등록하는가? 역시 함수 이름에서 알 수 있듯이 cpufreq 를 위하여 등록 한다.
